Housing Plan Forum to Address Concerns

In response to questions and concerns about the city’s new Community Enhancement Housing Program for the neighborhoods of Capistrano Villas and Casa de Capistrano, the city will have an informational meeting Wednesday for residents, property owners and other interested parties.

“A City Council meeting is sometimes not the best place for an open dialogue,” said Jennifer Murray, assistant to the city manager. “This will give those interested residents a chance to talk to staff.”

Under a plan approved in concept by the City Council last month, the Redevelopment Agency would spend $2 million over the next three years to buy as many as 50 homes in the two neighborhoods that are now vacant, in foreclosure and owned by the Federal Housing Administration.

The city, with help from a nonprofit housing corporation yet to be chosen, would then rehabilitate the homes, lease them to qualified low-income tenants for about one year, educate those people in the responsibilities of home ownership, then sell the units to the tenants at a discount.
