Pardon in Rape Case Comes 7 Years Later

A man pardoned after seven years in prison for a rape that DNA tests showed he did not commit said he is not bitter at the victim or prosecutors who put him behind bars. “I realize it can happen to anybody, not only me. Mistakes happen all the time,” Troy Lynn Webb said. Gov. George F. Allen granted Webb, 29, a full pardon. He had been serving a 47-year sentence in Oakwood, Va. Webb was convicted on the basis of serology tests, the most sophisticated tests available at the time.
