* XonTech Inc. in Van Nuys won a $1.8-million contract from the Army Space and Strategic Defense Command in Huntsville, Ala., for research and development.

* Southern California Underground Contractors in Brea has been awarded a $966,264 contract to build a dirt channel and access roads to reduce flooding in the El Rio community north of Central Avenue. The work, commissioned by the Ventura County Public Works Agency, will begin at Central and Vineyard avenues and continue west to the Santa Clara River. Construction is expected to be completed by Jan. 16.

* Medical Science Institute of Burbank won a $368,525 contract from the Coast Guard in Alameda for clinical and laboratory testing.

* ITT Gilfillan of Van Nuys won a $205,096 contract from McClellan Air Force Base for power-supply assembly and a $179,776 contract for 16 circuit cards.

* ITT Gilfillan of Van Nuys won a $130,730 contract from the McClellan Air Force Base for a converter signal.

* King Nutronics Corp. of Woodland Hills won a $117,424 contract from the Navy in Mechanicsburg, Pa., for a calibration system.

* Security Paving Co. of Sun Valley has been awarded a $76,094 contract from Ventura County to repair storm damage to Foothill Road in Santa Paula near the Haines Barranca. The work, expected to begin Oct. 29 and continue through January, consists of extending the culvert and repairing the road to restore and stabilize the embankment. The work will cause some traffic problems, including a detour and/or single-lane closure with flagging.
