A week ago, he recommended awarding an Encino firm a $65-million contract to supervise subway tunneling on the Eastside, even though a panel of experts ranked the firm last of three choices. The panel wanted a North Hollywood firm. . . . A criminal investigation is now underway into the agency’s handling of the contract.
