* SY Technology Inc. of Van Nuys won a $21.3-million contract from the Army Space and Strategic Defense Command in Huntsville, Ala., for research and development.

* Arete Associates of Sherman Oaks won a $1.5-million contract from the Office of Naval Research in Arlington, Va., for research and development.

* Giangregorio Construction of Baldwin Park has been awarded a contract from Ventura County for almost $1.2 million to build Phase 2 of the McDonald Canyon Drain in the Meiners Oaks area. The work, at the intersection of Fairview Road and California 33, consists of building an earthen dam, retention basin, rock riprap, diversion channel, emergency spillway and retaining walls to provide flood protection for adjacent property owners. The work is scheduled to begin Nov. 22 and continue through May. Warning signs and traffic-control devices will be installed on Fairview Road.

* E2 Solutions of Chatsworth won a $521,778 contract from the Defense Information Systems Agency in Arlington, Va., for computer hardware and software.

* R-HELP Construction Co. in Newbury Park has been awarded a $449,539 contract for the Arroyo Santa Rosa project on East Las Posas Road near Camarillo. The project is designed to stop water from leaving the arroyo, which causes localized flooding by crossing Las Posas and Santa Rosa roads. The project is expected to be completed March 17.

* Crow Creek Construction Inc. of Ventura won a $143,734 contract from the Naval Air Weapons Station in Point Mugu for property maintenance and repairs.

* Data Systems of Agoura Hills won a $121,744 contract from McClellan Air Force Base in Sacramento for circuit card assembly.

* Ventura Asbestos Control in Moorpark has been awarded the annual asbestos-abatement contract from the county of Ventura. The total amount of the contract, which calls for the removal of asbestos at county-owned facilities, will be determined as the work is done. The project will begin Nov. 12 and continue through the end of the year.
