Question: How does having the CIA’s inspector general look into whether the CIA helped bring the blessings of crack to the L.A. ghetto differ from hiring the fox to guard the henhouse?

Answer: The fox is not required to wear a blindfold and earmuffs, whereas the CIA inspector general can neither force disclosure of agency documents nor compel CIA employees to answer questions.
