Council to Discuss Bollinger Project

Backers of a troubled effort to build two golf courses and 216 homes in northern Moorpark have tentatively secured financing and will ask the City Council on Wednesday to reverse an earlier council decision they say threatens the project.

Council members will discuss whether to proceed with plans to rezone the 655 acres developer Paul Bollinger needs to build Moorpark Country Club Estates. The move, launched by the council in October after Bollinger failed to prove that his project had financing, would give the land a rural designation that would severely limit development.

But Bollinger has received a letter of intent from Centex Homes to build the proposed homes, according to a city report. City officials met with Bollinger and representatives of Centex on Dec. 3 to discuss the project.

Centex has reserved the right to back out of the agreement by Dec. 30, according to the report. Also, the company’s offer will not be binding until approved by the Centex board of directors.

Bollinger is also negotiating with two other companies to develop the project’s golf courses.

In November, the Moorpark Planning Commission voted to recommend that the council give Bollinger until April to complete financing for the project.
