San Juan Capistrano May Extend Moratorium on Adult Businesses

The City Council tonight will discuss whether to extend a moratorium on processing adult-oriented business permits.

City staff recommends extending the moratorium to allow staff more time to develop stronger licensing and zoning regulations.

The proposed changes, which could include limiting adult-oriented businesses to the commercial, manufacturing and industrial park districts of the city, would be created to further safeguard the community and ensure “situations are not created to encourage any illegal activities from such establishments,” according to a city report.

Bill Ramsey, senior planner for the city, said he did not know of any adult-oriented businesses in the city. The proposed ordinance, he said, “is more of a preemptive strike.”

City officials said studies have found that adult-oriented businesses often harm neighborhoods and businesses, and increase the area’s crime rate.

The council passed an interim ordinance Nov. 19 that placed a 45-day moratorium on the processing of adult-oriented business permits. The proposal would extend that an additional 10 months and 15 days.
