250 Massacred by Army, Travelers Say

Residents of Buchaganzwa in eastern Burundi said 250 civilians were killed with guns and bayonets when the Tutsi-led Burundian army launched attacks aimed at armed Hutu rebels there last month. Travelers from the area who arrived in Bujumbura, the capital, over the weekend said the Nov. 15 massacre caused thousands to flee across the border into neighboring Tanzania. Officials in Bujumbura said that only 19 people were killed in army operations in the area last month.
