Downtown Parking Limits on Agenda

To ease traffic congestion downtown and encourage shopping, the City Council todaywill consider a plan to set three-hour parking limits in the Mitchell parking lot and on Ortega Highway, Forster and Yorba streets and El Camino Real.

The goal is to provide more and closer parking for patrons of local businesses and to ensure adequate space for people who work downtown. The plan has drawn opposition, however, from some commuters who park downtown and then catch the train to work.

Train commuters, who now may park free in the Mitchell lot on El Camino Real, would pay $2 a day to use metered spaces at the Capistrano Depot and Franciscan Plaza parking structure. Officials said they have heard some complaints about that expense.

Officials said the city would offer San Juan Capistrano residents a reduced fee of $125 a year under the new plan.
