Building Owners Charged With Safety Violations

The city attorney’s office filed criminal charges Thursday against the owners of a commercial complex in the downtown Los Angeles garment district, alleging 15 violations of health and safety codes.

The misdemeanor charges came after several visits to the building in the 1600 block of South San Pedro Street by the special inspection task force of the city Department of Building and Safety.

Charged were Nam Chong Kim, 46, and Dong Chul Kim, 53, both of Montrose, who own the complex and whose primary tenants are clothing manufacturers. City Atty. James Hahn said inspectors found “a number of potentially life-threatening problems,” including locked fire escapes, hazardous electrical wiring and an open sewer pit.
