N.Y. Ordered to Redraw ‘Bullwinkle’ district

The Legislature must redraw the 12th Congressional District, which meanders through several of the city’s Latino neighborhoods, because a panel of federal judges ruled it unconstitutional.

The Wednesday ruling echoes earlier court decisions in North Carolina, Georgia, Louisiana and Texas. The three federal judges said the so-called Bullwinkle district, which resembles the cartoon moose as it rambles through Brooklyn, Queens and a strip of Manhattan, was created solely to elect a Latino to Congress.

Since 1992, the district has been represented by Rep. Nydia M. Velazquez (D-N.Y.), who promised to appeal.
