Daniel W. Douglass was named of-counsel member of the energy and utilities practice of the Sherman Oaks law firm Reznik & Reznik.

Previously, Douglass was in private practice.

* Howard Silverman was named to the board of directors of Incomnet Inc., a Woodland Hills telecommunications company. Silverman is an independent consultant.

* Warner Bros. Consumer Products in Burbank has named Russell Hicks vice president, marketing, for Cartoon Network and Turner Properties. Brenda Guttman has been named vice president, creative services, for the same group.

* Elizabeth Devine-Hall, president of Devine-Hall & Associates Certified Court Reporters and Devine-Hall Imaging in Ventura, and Irene L. Abbey, an associate with the court-reporting firm, have been designated Certified Realtime Reporters. The certification has been awarded to 483 court reporters nationally.

The designation is given to registered professional reporters who can produce accurate transcripts of court proceedings by computer within five seconds of stenotype input.

* Peter J. Erdos has been named director of marketing for the Greater Oxnard Chamber of Commerce. Erdos began with the chamber in September 1996 as an independent contractor.

His duties will include membership development and retention, planning mixers, expos and special events, and overseeing several committees and “Oxnard Today” ad sales.

* Commercial real estate broker Gary Arendts has joined Chaparral Land Co. in Westlake. He specializes in office building, industrial facility and shopping center development, and leasing and sales in the Conejo Valley.

Chaparral is a development and brokerage company.

* Richard C. Celio was named vice president of development at IHOP Corp., the Glendale restaurant chain.

Celio comes from CKE Restaurants Inc., the operator of Carl’s Jr., where he was senior vice president of development.

* Dick Clark Productions Inc. named Bill Simon treasurer of the company, in addition to his current post as controller.

Simon has been with the company since 1991, serving in various financial posts. Before joining the Burbank-based entertainment company, he was senior auditor with KPMG-Peat Marwick.

* Ivan Cheah has been named senior vice president, Asia, for Warner Bros. International Theatrical Distribution.

Cheah will oversee marketing and distribution of films in Hong Kong, India, China, South Korea and other Asian markets. He will also be active in acquiring and distributing films for release in Asia under the Warner Asia distribution banner.

Cheah joined Warner Bros. in 1988 in sales within the International Theatrical Distribution division and has held various posts in international films. Cheah works out of Hong Kong.

* Brian Coleman of Ventura has joined former associates Michael K. Crocker and Michael C. DiMeo as a broker at Crocker DiMeo Realty in Camarillo and Ventura.

Coleman has specialized in commercial sales and leases since 1981. His previous employment was with Grubb & Ellis Co.

* Wiley & Associates in Westlake Village has hired Judi Barlowe Fields as director of business development.

Previously, she was director of new business development for Mustang Marketing in Agoura Hills.

Wiley & Associates, formerly Wiley Designs, is an advertising and graphic design firm.

* Gerald Goldstein, chief executive officer of Advance Benefits Systems in Thousand Oaks, has earned a Registered Employee Benefits Consultant designation from American College in Bryn Mawr, Pa. The college offers professional designation and graduate degree programs in insurance and financial services.

REBC designation candidates must complete five courses and have 10 hours of supervised exams.

* George Tabata, vice president at Channel Islands National Bank, has been appointed manager of the bank’s Small Business Administration department.

Tabata, who has been with the bank for two years, previously was vice president of lending at its Financial Plaza office in Oxnard.

In his new position, Tabata will be responsible for all SBA applications and fundings, and will work at the bank’s main office in downtown Oxnard.

* Robert Larson has been named vice president and appointed to the board of directors of Oltmans Construction Co. in Thousand Oaks.

Larson, previously assistant vice president, joined Oltmans in 1978 and was a central figure in opening the company’s Ventura County office in 1985.

He has overseen the construction of about 9 million square feet of industrial and commercial facilities.

* Special Devices Inc. said Jack Watson has returned to the company as vice president of automotive products.

Watson was part of the original management team that set up the company’s Automotive Products Division.

Special Devices, headquartered in Newhall, has made a successful conversion from relying only on defense contracts to producing trigger devices used in air bags.

The company also said that it broke ground earlier this month on its new headquarters in Moorpark, and that it hopes to move there by early 1998.

* Steve Mattesich has been named manager of Quality Mortgage Group’s government loan division, which specializes in FHA and VA loans.

Also joining the Oxnard-based countywide program are two new senior loan consultants, Mayra L. Cummings and Gilbert A. Resendez.

* Jeffrey L. Jordan of Port Hueneme has joined Lauterbach & Associates Architect / Planners in Oxnard and Van Nuys as a project architect.

A licensed architect for 10 years, Jordan is working on a classroom expansion project for the Oxnard Union High School District and a maintenance office expansion for the city of Camarillo.

He is a commissioner for Port Hueneme’s Parks, Recreation and Arts Department.
