Builder Seeks Delay of Road Construction
The developer of a huge subdivision near Santiago Oaks Park will ask the City Council tonight for a break on the scheduled extension of Serrano Avenue.
During a public hearing for developers of the planned 1,800-unit Serrano Heights community, council members will decide whether to give Newport Beach-based California Quartet Ltd. some room to maneuver.
Serrano now peters out near the park, then picks up again to the east at the Anaheim city limit. Orange officials have been seeking for 10 years to connect the two sections of the road, according to city planning reports.
Agreements with previous landowners have mandated that developers complete the Serrano Avenue segment before building any homes in the subdivision.
California Quartet has submitted a new plan that would break the road construction into two phases and delay groundbreaking for a year.
Under the new agreement, the target date for use of the new road, originally set for November 1998, would be extended to June 2004, or until 1,000 homes are certified as ready for occupancy.
City planners are recommending that the council accept the developer’s plan.
