* I agree with Charles Krauthammer (“Put the Money Up Front,” Commentary, May 25) that the $35 billion which Clinton proposes for college expenses over five years should be directed toward K-12 improvements. Why did the president not choose such a program?
I do not know, of course, but I can surmise: It would not have met the tax cut criteria. Just imagine the Republican attack on such profligate spending! The fact that the effect on the budget would be the same would be buried by the cry to “cut spending and taxes.”
Too bad the Republicans are not outflanking the president by supporting the Krauthammer propo- sition.
