In the recent debate over whether or not to lower the minimum age for execution to the early teens, something obvious is being overlooked.

There is no way that a teenager can possibly be put to death. The death penalty procedure, from arrest to execution, almost never takes less than a decade, and often takes even longer. Even if a murderer is executed for a murder committed when he was 13, he will be at least 23 when he is executed.
