Image Campaign Offers Little Allure

A campaign to improve Houston’s image may have done just the opposite, city officials complained. They said only one of 33 free trips to Houston, the nation’s fourth-largest city, had been claimed in a contest published in Time magazine in October, despite the fact that Time has 4 million subscribers. “Clearly, the message we’ve gotten back is that there weren’t a lot of fish out there biting on the bait,” said City Councilman Rob Todd.
