City Clerk Requests Probe of Possible Election Violations
For the second time in as many days, City Clerk Janice C. Guy has asked for an investigation into possible campaign contribution violations, this time for a councilman.
In a letter Friday to the city attorney’s office, Guy said two contributors to Councilman Ted R. Moreno each allegedly exceeded a $1,000 limit during the 1992-96 election cycle.
Beard Printing in Santa Ana exceeded the limit by $200, and MHET-PAC, the Manufactured Housing Educational Trust representing mobile home parks, was over by $198, according to Guy’s letter to City Atty. Joseph W. Fletcher.
Guy said the alleged violations of the city’s charter are misdemeanors.
Moreno said he has been aware of the alleged violations and is attempting to repay the money. The contributors could not be reached for comment.
On Thursday, Guy asked Orange County Dist. Atty. Michael R. Capizzi to examine possible state campaign contribution violations involving the unsuccessful 1996 council campaign of Jose Solorio.
