Contractor’s Bid Gets OK From Consultant

An engineering consultant hired to review costs of the Belmont Learning Center has concluded that the $86.8-million guaranteed maximum price of contractor Turner/Kajima is reasonable.
The consultant, Hanscomb Inc., estimated the probable construction cost for the high school, being built west of downtown, at $89.5 million, about 3% higher than Turner/Kajima’s price.
The difference would be well within the common construction industry spread between high and low bids, the report said.
However, Hanscomb found significant differences in several areas.
Its estimate for masonry was $2.8 million less than the Turner/Kajima price, while its estimates for electrical work and air-conditioning were $1.5 million more for each.
The report said the differences could not be reconciled because Turner/Kajima did not provide itemized detail.
Hanscomb was hired for a maximum of $257,770 to verify Turner/Kajima’s price and to monitor costs through the construction project.
