The simplest way to enact a real, good income tax reform bill would be to eliminate all the modifications made to the original 1914 income tax law.

I have a copy of the 1914 Income Tax Return. It is one sheet of paper printed on both sides. Anyone could fill it out without professional help. The only modifications that might be necessary would be to revise the income and tax numbers to account for inflation for the past 83 years.

Of course, this will never happen. It would cause massive unemployment. Tax attorneys and tax accountants would no longer be necessary. The IRS could be manned by less than one-tenth the staff it now has. Management in corporations could concentrate on the business of producing products or services rather than on how to avoid taxes, thus reducing the staff required.
