County Pay Plan Not About Merit

Represented Orange County employees’ compensation is defined by 12-step salary ranges and annual merit reviews. Exceptional employees may receive merited increases of three or four steps. Increases may be reduced, deferred or denied substandard workers. The proposed “plan” is not about rewarding excellence. It is to intimidate employees who would question and punish those who would blow a whistle on waste or incompetence.
