City Extends Rules for Curbing Traffic

By a unanimous vote, the Los Angeles City Council agreed Tuesday to extend controls that govern commercially zoned property along Ventura and Cahuenga boulevards from Vineland Avenue to Woodrow Wilson Drive.

The controls, which make it more difficult to open businesses that generate high traffic flows, will now be extended west to Carpenter Avenue near the CBS Studio Center.

Councilman Joel Wachs, who represents the area, had requested that the zoning controls be expanded to help stem worsening traffic on Ventura Boulevard.

Under the stricter guidelines, drive-thru establishments, convenience stores, theaters, auditoriums, motels and other businesses that generate high traffic levels will be required to obtain a special project permit from the city Planning Department before being allowed to open in the designated area, Wachs’ aides said.

The initial restrictions were put in place by the council in March 1996.
