State Oil Chief Named Premier

President Nursultan A. Nazarbayev named the state oil boss, Nurlan Balgimbayev, Kazakhstan’s new prime minister, saying he was the best choice to ensure long-term prosperity. Nazarbayev also said Kazakhstan’s economic course will not change under the new prime minister, who was appointed to replace reformist Akezhan Kazhegeldin, whose resignation he accepted earlier in the day. Kazakhstan has ambitious plans to become a major power as an oil producer.
