Ex-HMO Regulator Takes L.A. Law Firm Job

Keith Bishop, formerly the state’s top HMO regulator, joined the Los Angeles-based law firm Irell & Manella in mid-October and is working out of its Newport Beach office.

Bishop, 40, a Mission Viejo resident, quit Sept. 30 as the state’s commissioner of corporations, after winning a tough confirmation fight in the Legislature last spring. However, Bishop intends to remain visible in policymaking circles. This fall, he’s making speeches to groups of securities lawyers, employee benefits professionals and HMO executives.

“I want to continue to be involved in health care legislation and regulation,” he said. He said he believes that future legislation should focus on addressing the plight of the 20% of California residents who lack health insurance, rather than tweaking benefits for those already covered.

As a partner at Irell & Manella, he generally plans to handle business and corporate clients, particularly those in fields of health care or technology. And he’ll focus on securities, regulation and licensing issues.
