Re “Enforcement of Auto Insurance Law Criticized,” April 8, on the unfair application of the mandatory insurance laws.

Last May I wrote to Assemblyman Nao Takasugi about this problem. I pointed out how it was possible for a person who had insurance at the time they were stopped to still end up with a $1,350 fine. He wrote back that the problem was being studied.

How long does it take to fix a simple problem like this? How do unfair laws like this get written in the first place? Is there no input from the average person when these laws are written? I could have spotted the flaws in this law with one reading. Do the legislators realize they are creating contempt for the law when they pass unfair laws?
