West Coast Bancorp: The Newport Beach bank holding company said net income for the second quarter was $249,000, or 3 cents a share, down 39% from $411,000, or 4 cents a share, for the like period last year. Net income for the first half increased 17% to $523,000, or 6 cents a share, from $448,000, or 5 cents a share. The 1997 periods include a tax benefit of $305,000. Total assets as of June 30 grew 29% to $155.8 million from $121 million a year ago.
