First lady Hillary Rodham Clinton toured flood-ravaged southeastern Wisconsin on Wednesday, offering federal disaster aid and emotional support to victims.

The floods killed two boys who were swept away Aug. 6 in a rain-swollen creek in the Milwaukee suburb of Elm Grove. One boy was hospitalized in critical condition after being swept into a culvert at Janesville.

“For those families, there is nothing that any of us can say or do to lessen the pain that they are experiencing,” she said.

Initial damage estimates hit $54.7 million. Gov. Tommy G. Thompson said at least 6,734 homes were damaged.
