Approvals Sought for Disputed Housing

In a move designed to head off a stink about its controversial housing project, a developer will ask the city for an odor easement and other approvals tonight.

The 28-acre, 152-home development proposed by Affordable Communities Inc. of Ventura has come under fire by Fillmore residents over safety concerns, including a nearby sewage-treatment plant and plans to build homes below the 100-year flood plain.

“They’re in an area that should never be built on,” resident Doug Hauge said.

City planners are backing several proposals before the Planning Commission tonight, including an odor easement and a levee plan to head off concerns about flooding. The easement would allow development while the city improves the sewage-treatment facility.

The project will also require the annexation of county land and a zoning change--proposals the planning department supports. The land is zoned for agricultural use, but the city’s General Plan designates it as medium-density residential housing.

The department has not made a recommendation on the developer’s request for lot sizes that are much smaller than city standards require.

If the Planning Commission supports the developer, the project will be sent to the City Council for final approval.
