City May Tighten Law on Trash Can Pickup Location

A proposal to ban placement of waste containers in streets in front of residences has been introduced in the City Council and is expected to be adopted next month.

The proposed ordinance, introduced last week, states that at residences north of Santa Monica Boulevard that have curbside trash collection, city-provided waste containers must be placed on the strip of grass between the street and the sidewalk for collection and may not be placed in the street.

The Public Works Department told the City Council that containers are being placed in the street and on the curb. The ordinance, staff said, is designed to eliminate liabilities resulting from containers being left in the public right-of-way for long periods of time.

Under the ordinance, residents could only place containers in the parkways the day before collection and would have to remove them by 10 p.m. of the designated pickup day. Residents violating the ordinance could have their receptacles confiscated and have to pay a fee to restart their trash collection service.

About 1,650 properties would be affected by the law.

The council tentatively approved the ordinance on first reading and probably will adopt it at the next meeting, Sept. 8. The law would take effect 31 days later.
