Hit-and-Run Death

* Byron Cox, 96 years old, has been charged with hit-and-run in the death of Brandi Mitock, 15 years old (Dec. 5). This incident reminds me of this spring, when I was appalled to find out that I did not, at age 72, have to take a driving test to renew my license, as I did in 1993. This is wrong: Those of us over 70 are much more likely to commit errors, as did Cox.

Please explain this change in the requirements for renewal of driving licenses for the elderly.
