Venezuelan President-elect Hugo Chavez said oil ministers from his country, Mexico and Saudi Arabia will meet this week in Madrid to evaluate oil strategies. Although oil producers previously pledged to cut output by 3.23 million barrels a day, oil prices linger near 12-year lows as some countries haven’t fully complied with their promised cuts.
