WESTMINSTER
The City Council gave preliminary approval last week to a festival celebrating the Vietnamese Tet holiday Feb. 13 and 14. The Tet Festival, sponsored by the Union of Vietnamese Students Assn., is planned for city-owned property at Monroe Avenue and 15th Street and is expected to draw about 30,000 people.
