An environmental document describing Irvine’s plans to annex the El Toro Marine Corps Air Station is inadequate, El Toro airport advocates say. Former Newport Beach Mayor Tom Edwards, a longtime airport activist, said Irvine’s plans fail to advise the public of exactly what the city intends to study. Edwards sent a letter to Irvine on behalf of the Airport Working Group saying it doesn’t comply with the minimal requirements called for under the state Environmental Quality Act. If Irvine is successful in its bid to make the 4,700-acre base part of the city, officials there said they favor the Millennium Plan--a nonaviation alternative for the base developed by the El Toro Reuse Planning Authority.
