LAGUNA NIGUEL
The Gateway Specific Plan, a project that will bring a retail, entertainment and business hub to the Camino Capistrano commercial district between Crown Valley and Avery parkways, will be submitted to the City Council at Tuesday’s meeting by the Planning Department and consultants. A public hearing on the development is scheduled for Jan. 26; the earliest council members are expected to vote on the plans is Feb. 16, officials said.
