For months, the city has been preparing for this winter’s rains by repairing storm drains, training storm patrols and testing equipment, according to officials. To help the public get ready, the city is providing free sand in the city library parking lot. Bring a shovel. Empty sandbags are free at fire stations or can be purchased from building supply companies. The city’s Engineering Department can also provide flood zone information at (949) 443-6352.
