A federal judge in Fresno said the government can sell Elk Hills Naval Petroleum Reserve on schedule today, rejecting claims by environmentalists and Indians who sought to halt the $3.65-billion deal. U.S. District Judge Oliver Wanger said there has been “no unlawful conduct, abuse of discretion, or arbitrary or capricious action” by the Energy Department. A court-ordered delay might have killed the deal to sell the 47,000-acre property to Bakersfield-based Occidental Oil & Gas Corp., because congressional authorization for the sale runs out Tuesday.

* Fremont-based Logitech International said it has named former Apple Computer Inc. executive Guerrino De Luca its new president and chief executive. Logitech co-Founder Daniel Borel, who has been chief executive, will continue as chairman. De Luca, 45, will focus on product and marketing strategy for Logitech, the world’s leading maker of such computer input devices as mice, trackballs and joysticks.

* Rosemead-based Southern California Edison Co. will sell its Long Beach gas-fired generating plant for about $29.8 million, continuing its sell-off of power plants in connection with California’s electricity deregulation. This will mark the second Edison power station purchased by NRG Corp.’s Destec Energy Inc. unit and NRG Energy Inc., a unit of Northern States Power Co. They bought the company’s El Segundo plant last fall for $87.8 million.
