* Redwood Shores-based Network Computer Inc., jointly owned by Oracle Corp. and Netscape Communications Corp., said it named David Roux president and chief executive, replacing Jerry Baker, who resigned.

* Oakland-based Cost Plus Inc. named President Murray H. Dashe chairman, president and chief executive officer, replacing Chairman and CEO Ralph Dillon, who will become chairman emeritus.

* Calabasas-based Tekelec named Michael L. Margolis as president and chief executive to succeed Allan Toomer, who is retiring.

* Fred Meyer Inc., the Portland, Ore.-based supermarket operator that plans to acquire Compton-based Ralphs Grocery Co., named Carlton Jenkins, chief of the Los Angeles-based Founders National Bank, to its board of directors.
