A Carlsbad man was one of two stock promoters who pleaded guilty to fraud in cases stemming from an FBI probe of stockbrokers who allegedly were bribed to sell overvalued stocks to customers. Theodore Heitzman, 51, along with Leonard Ruge of Florida, admitted that they tried to bribe undercover agents posing as crooked stockbrokers. . . .
