Jacqueline Nugent; Leader in Republican and Volunteer Groups

Jacqueline “Jackie” Nugent Harker, a nationally prominent leader of Republican and volunteer organizations, has died. She was 73.

Harker died Thursday at Encino Hospital of complications following a stroke, her husband, Richard U. Harker Sr., said Monday.

The headline on an obituary in Tuesday’s Times for Jacqueline “Jackie” Nugent Harker incorrectly identified her by her maiden name, Jacqueline Nugent. In her work as a Republican Party political leader and director of volunteers, she was known professionally as Jackie Harker.
Services for Harker, who died Thursday at 73 following a stroke, are scheduled for 1:30 p.m. Sunday in the James West Alumni Center on the UCLA campus.

She served as a national vice president and president of several state divisions and the Los Angeles County chapter of the Federation of Republican Women. Harker also was active in campaigns for Ronald Reagan, both as governor and as president, and for Gov. George Deukmejian among others. She served on several national political committees, including the platform committee for the 1976 Republican National Convention.

In 1981, during the Reagan administration, Harker was appointed deputy director of the federal ACTION Office of Voluntary Citizen Participation. In that job, she worked with volunteer groups throughout the country to generate support for the organizations under the ACTION umbrella, including the Peace Corps, Volunteers in Service to America, the Foster Grandparent Program and the Retired Senior Volunteer Program.

In California, Harker served on the state Social Welfare Advisory Board, a special gubernatorial task force on the Aid to Families With Dependent Children program, the governor’s Advisory Committee on Child Development and Preschool Programs, and the state Commission for Citizen Participation in Government.

She worked at the Volunteer League and the Welfare Planning Council of the San Fernando Valley, and founded the Valley Welfare Information Service and the West Valley Volunteer Bureau.

In addition to her husband, Harker is survived by their three sons, Richard Jr., Edward and Kenneth; a brother, Dr. Robert Nugent; a sister, Ruth Nugent Ellis; and six grandchildren.

A memorial service is scheduled for 1:30 p.m. Sunday in the James West Alumni Center on the UCLA campus.

The family has asked that any memorial donations be made to the Salvation Army in care of John Caldecott, 500 California Terrace, Pasadena, CA 91005.
