New City Manager Decides to Decline Job

Duarte City Manager Jesse H. Duff announced Wednesday that he has had a change of heart and will remain in Duarte and not accept the top job at West Covina City Hall.
Less than 24 hours before, the West Covina Council introduced Duff as its new city manager.
“I haven’t been told yet. This is unbelievable,” said West Covina Councilman Michael Touhey.
Duff announced the change of heart to West Covina Mayor Richard Melendez on Wednesday afternoon.
“I have made a decision not to accept the city manager in West Covina. I regret any inconvenience or embarrassment this decision may cause,” he said in a statement.
“But over the past 24 hours it has become clear to me that the issues and challenges facing West Covina are not those that I want to spend my time working on.”
