Council to Decide on City Manager Position

The City Council will decide Monday night whether to begin a new search for a city manager or offer the job to Arcadia City Manager William Kelly.

Duarte City Manager Jesse Duff had accepted the job, but he changed his mind Wednesday after attending one City Council meeting.

In their search to fill the job, the council had identified Duff and Kelly as finalists.

Recriminations have already begun in West Covina over why Duff changed his mind after just one meeting. Councilman Michael Touhey said Duff was approached after the meeting by police and fire unions demanding a meeting. Both unions have clashed with the council in recent months.

Duff has declined to comment beyond a written statement in which he said the issues confronting West Covina were not one he wanted to spend time working on.
