‘Rules’ Given to Lewinsky, Woman Says

President Clinton’s relationship with former White House intern Monica S. Lewinsky was “basically like foreplay,” but “nothing was ever taken to completion,” a new player in the inquiry told Newsweek.

Dale Young, 47, a businesswoman from Scarsdale, N.Y., who served on her town’s Republican committee in the late 1980s, said Lewinsky told her details in 1996 about her relationship with the president, according to Newsweek’s latest edition.

Young was subpoenaed by independent counsel Kenneth W. Starr last week and compelled to testify before a federal grand jury investigating whether Clinton had sex with Lewinsky, lied about it under oath and tried, with the help of his friend Vernon E. Jordan Jr., to get her to deny it, using the promise of a job as an enticement.

Newsweek reported that Young’s story generally supports accounts of the 20 hours of taped conversations between Lewinsky and her co-worker Linda Tripp, who is expected to appear before the grand jury Tuesday.

But Young’s story offers new details, with one twist: Young says Lewinsky told her Clinton established ground rules at the outset of their relationship because he was afraid he might be questioned about it one day, according to Newsweek.

Clinton told Lewinsky that “he didn’t trust anybody, . . . that people have come forward, people who he’s been involved with have gone to the media,” the magazine quotes Young as saying.

Young concluded that the alleged physical relationship between Clinton and Lewinsky was “basically like foreplay.”

Young’s remarks to Newsweek add even more ambiguity to public accounts of the relationship. Both Clinton and Lewinsky have stated under oath they did not engage in sexual relations. During negotiations for a possible legal immunity deal this year, however, Lewinsky’s attorneys indicated she was prepared to testify that she and Clinton had engaged in oral sex. Other witnesses have told the grand jury that Lewinsky said she and Clinton had a sexual affair.
