Capps Sworn In to Late Husband’s House Seat

Lois Capps was sworn in Tuesday as the newest member of the House, a week after winning her late husband’s seat in a special election. Capps (D-Santa Barbara), 60, received a standing ovation from a crowded House chamber as Minority Leader Richard A. Gephardt (D-Mo.) welcomed her.

The new congresswoman’s husband, Walter Capps, a former religion professor, died from a heart attack in October.
