Prop. 223, on the June ballot, is intended to strictly limit all school districts’ expenditures for administration and other “overhead” (non-classroom) expenses. If Prop. 223 becomes law, school districts will be burdened with large new tasks: financial accounting and extensive reports to prove compliance with Prop. 223; additional management and super-control of budgets; and, no doubt, defense of lawsuits concerning accounting procedures, etc.

All of this foolishness will be costly, diminishing the funds available for necessary administration. Other overhead items, such as the much-touted (impractical, really) “competency testing” of teachers, would remain not done for lack of funds.

Very possibly, if Prop. 223 was enacted, we would later on find that no intelligent persons would accept school administrative jobs, because of the hassles involved.
