Align-Rite International Inc. has named James F. McEllis, 44, as its vice president of U.S. operations.

McEllis previously worked for Harris Corp., where he was head of the Imaging Technology Group for 14 years.

Align-Rite, headquartered in Burbank, is a maker of photo masks, precision glass plates used by semiconductor manufacturers to transmit patterns onto semiconductor wafers.

* Donald G. Black and Loree Cole have accepted positions at the Camarillo regional office of Robert Bein, William Frost & Associates, an engineering and surveying firm based in Irvine.

Black previously was principal and chief financial officer at GVW Engineering in Los Angeles County. Cole has four years’ experience in the public and private sectors.

* Jason Roach has been appointed business development director for AEA Credit Union’s services in Oxnard, Ventura, Goleta and Santa Barbara. He will work at the credit union’s Oxnard and Goleta offices.

Roach is transferring from AEA’s headquarters in the Silicon Valley.

* Pamela De Shields has been promoted to assistant vice president and human resources director at Los Robles Bank. De Shields, who has been in the banking industry for 18 years, joined Los Robles Bank in November 1996.

She works out of the bank’s main office in Thousand Oaks and is responsible for recruiting new employees, employee benefits and worker relations.

* Loye M. Barton of Ventura, a partner in the Ventura law firm of Norman, Dowler, Sawyer, Israel & Hancock, has been elected president of the Ventura chapter of Soroptimists International. Barton, who also serves as treasurer for the Tri-Counties Easter Seal Society, has been a Soroptimist since 1992.

Soroptimists is a nonprofit service association of executive and professional women.

* Martha Wilder has been hired as a family counselor at Ivy Lawn Memorial Park in Ventura. Her duties will include arranging for burial, cremation and funeral services.

She previously worked for nine years at a Ventura accounting firm.

* Corine Krogman has been promoted to director of account planning at Wiley & Associates in Westlake Village. She has been with the marketing firm for two years.

She will oversee the strategic development of new business as well as Wiley’s existing clients, including Sizzler International and ABBA Hair Care Products.

* Douglas W. Messner, branch manager of Paine Webber’s Oxnard office, has been appointed to the company’s Branch Managers Directors Council for the second consecutive year. Council membership recognizes the firm’s 50 best performing managers and branches.

In 1997, with 24 investment executives and a support staff of 10, the Ventura office managed $839 million in client assets.
