U.S. Cabinet Secretary’s Visit Irks China

TAIPEI, Taiwan —
U.S. Energy Secretary Bill Richardson arrived Monday for a visit to Taiwan, drawing complaints from China that the trip violates a U.S. agreement to limit official contact with the island, which Beijing considers a renegade province.
Richardson’s visit is considered an attempt by Washington to show support for Taiwan after statements by President Clinton that Washington would not back its attempts to assert itself internationally.
Richardson is expected to meet with President Lee Teng-hui before leaving Wednesday.
