Le Bernardin nosed out 1997 winner Daniel for the “Top Food” rating in the 1999 Zagat New York City Restaurant Survey. Meal prices recorded by the 18,320 diners who did the survey were up an average of $1, and nine restaurants averaged $70 or more per person per meal, led by Lespinasse ($77), Les Celebrites ($76) and Jean Georges ($75). . . . U.S. citizens can now visit Hong Kong for up to three months without a visa, according to the Hong Kong Tourist Assn. Under the former policy, the maximum period was one month. . . . A capitalist innovation we could do without? Warsaw plans to install parking meters by the end of December, says the Polish National Tourist office. Fees will be about 40 cents per hour.
