Re “Seen but Not Heard at Political Adulthood,” Sept. 27.
Beverly Kelley is either willfully or negligently deceptive. She writes that Thousand Oaks has a “general plan (preserving 14,000 acres of open space) that cannot be changed.”
Nonsense. A general plan can be amended four times a year. It only takes a 3-2 vote of the City Council. General plans change constantly--they’re only paper, not stone.
