Matlin Joins Coastal Communities Board

* David J. Matlin has joined the board of directors of California Coastal Communities Inc. in Irvine, formerly known as Koll Real Estate Group Inc. Matlin is a managing director at Credit Suisse First Boston in New York, where he is head of the Global Special Situations group.

He fills the seat previously occupied by Robert J. Gagalis, who resigned in connection with his departure from Wheelabrator Technologies Inc., a significant stockholder of the company.

* Art Herbon has been named vice president of operations for Survivair, a Santa Ana manufacturer of respiratory protection equipment. He was formerly general manager of Ameron International, a steel fabricator company.

* James R. Quandt has become managing director in Orange County for Korn/Ferry International in Newport Beach. He was previously president and chief executive of National Telephone & Communications and before that was chairman and chief executive of Bridge Information Corp., both in Irvine. Quandt also has been president and chief executive of Security Pacific Investment Services and president of Standard and Poor’s Financial Information Services Group.

* Sherry L. Radmore has become an officer and shareholder of Elliott, Lewis, Lieber & Stumpf Inc., a Santa Ana accounting firm. She joined the firm in 1985 and most recently was tax manager.

* Thomas A. Franza has joined the board of directors of Comarco Inc. in Yorba Linda. He is executive vice president of the company, as well as president of Comarco Wireless Technologies Inc. and Comarco Wireless Europe Inc. He joined the company in 1985.

* Justin Alderson has been named director of business development for Tijeras Creek Golf Club in Rancho Santa Margarita. He had been tournament director since 1997.

* Bill Carlin has been named vice president of sales for STM Wireless Inc. in Irvine. He had been with Hughes Network Systems, where he was assistant vice president responsible for sales and business development in Africa and the Middle East/South Asia. John Hamilton was appointed vice president of human resources. He was most recently corporate director of human resources at Scientific-Atlanta.

* Thasha Hammond has been appointed communications consultant for Quality Telecommunications Services Inc. in Anaheim. She will handle sales and marketing.

* Jennifer C. Perry has been reelected chairwoman of California Health Decisions Inc., a nonprofit consumer research and education organization based in Orange. She is senior vice president of planning and marketing for St. Joseph Health System.

* Patrick T. Flynn has been named to the newly created position of vice president of business development for Airshow Inc. in Tustin, a provider of passenger flight information systems. Flynn had been chief operating officer and a director of Pacific Systems Corp. in Kirkland, Wash., which was acquired by Airshow in June.

* George Moawad has joined RiechesBaird Advertising in Irvine as account coordinator. He had been an assistant media buyer with Hal Riney & Partners in San Francisco.

* Melinda Wiley has been appointed publicity coordinator for Strahan Advertising in Santa Ana. She had been guest relations coordinator for St. Jude Medical Center in Fullerton. In addition, John Vendura has been named account coordinator.

* Guy P. Abramo has been named senior vice president of worldwide marketing for Ingram Micro Inc. in Santa Ana, a wholesale distributor of technology products and services. He joined the company from Yankelovich Partners in Norwalk, Conn., a market and consumer research firm. Before that, Abramo was managing director of marketing intelligence for KPMG Peat Marwick LLP.

* Richard W. Gross has joined Balboa Capital Corp., an Irvine equipment leasing and financing company, as vice president of finance and chief financial officer. He had been with Interpool Inc. as senior vice president of finance.

* Walton C. Bond has joined Berryman & Henigar in Santa Ana as vice president of the construction management division. He was formerly senior construction engineer with the Transportation Corridor Agencies. Before that, Bond was with the Florida Department of Transportation for 30 years.

* Richard L. Youngquist has been appointed vice president of administration and operations for Birtcher Construction Services in Costa Mesa. Before joining the company, he was with Honeywell Inc. for more than 13 years, most recently as Southwest area project management leader.

* Ann Marie Delligatta has been named chief operating officer of Autobytel.com Inc., an Irvine Internet car-buying service. She had been chief technology officer. Before joining the company in 1997, Delligatta was vice president and general manager of information technology services for TRW Information Systems and Services.

* Mark Fleming has joined GTC Telecom in Costa Mesa as executive vice president. He had been senior manager at MCI/Worldcom.
