General Motors Corp. is recalling about 400,000 of its 1993 model-year cars because they exceed federal health standards for carbon-monoxide exhaust emissions, the Environmental Protection Agency said. The recall affects 1993 Chevrolet Lumina, Oldsmobile Cutlass Supreme and Pontiac Grand Prix models, and six-cylinder, 3.1-liter-engine Buick Regals. The problem was discovered during routine testing. Separately, GM said it named Gary Cowger as head of labor relations, succeeding Gerald Knechtel, who is retiring after presiding over seven years of rocky relations with unions. Executives of the auto maker, the world’s largest, have said their top priority is to strengthen the frayed relationship with the United Auto Workers union. Officials with the UAW did not return calls seeking comment. Cowger was named chairman of German unit Opel five months ago, over strong resistance from its management. Opel said it named as Cowger’s successor Robert Hendry, chief of GM’s Swedish Saab division.
